Period: October 2021 – March 2024

The second report documents Lebanon’s transition from legislation to institutional practice. It focuses on the operational launch of oversight bodies, enforcement mechanisms, procurement reforms, and accountability systems across the public sector.

Key Achievements:

  •  Operationalization of the National Anti-Corruption Commission, including complaints handling, asset declaration processing, and whistleblower mechanisms
  • Launch of public procurement reform, creation of the Public Procurement Authority and national procurement digital platforms
  • Strengthening of public administration integrity through codes of conduct, training and internal control modernization
  • Activation of judicial accountability mechanisms and disciplinary enforcement against corrupt officials
  • Expansion of civic participation, investigative journalism, and community-based oversight
