As the central coordinator of government-wide digital reform, OMSAR leads the development of national digital standards, platforms, and enablers that support whole-of-government transformation. The pillar focuses on reengineering administrative procedures, simplifying service delivery, and integrating digital tools, including e-services, interoperability frameworks, digital payments, e-signature, and data-driven decision-making.
It collaborates closely with ministries and public institutions to assess readiness, redesign workflows, address legal and regulatory constraints, and build institutional capacity through training and change management. Within Lebanon’s broader public-sector reform agenda, the Digital Transformation pillar plays a vital role in enhancing transparency, reducing administrative burdens, enhancing service quality, and enabling secure, scalable, and sustainable digital government solutions.
