A Behavioral Science Approach to Integrity

The Youth Action Plan is a specialized implementation framework that strengthens the National Anti-Corruption Strategy by placing Lebanese youth at the center of integrity-building efforts. It moves beyond traditional awareness-raising by applying behavioral science to understand how real-life social norms, incentives, and constraints shape behavior, and how these factors can be leveraged to promote ethical conduct and accountability.

Evidence-Based Design

Using a behavioral lens, the Plan identifies practical intervention points that influence young people’s decisions and actions. Interventions are prioritized based on their feasibility and expected behavioral impact and are analyzed through evidence-based frameworks such as COM-B (Capability, Opportunity, Motivation, and Behavior). This ensures that youth-focused anti-corruption initiatives are:

  • Grounded in data
  • Responsive to lived realities
  • Designed for sustainable change

Five Thematic Areas

The Plan targets interventions across five thematic areas aligned with the five outputs of Strategic Outcome 6 “Community Empowered to Participate in Promoting and Fostering a Culture of Integrity” within the National Anti-Corruption Strategy. These are:

  • Citizen Awareness and Empowerment
  • Integrity Education for Youth
  • Civil Society Capacity Building
  • Media and Investigative Journalism
  • National Corruption Measurement Index
By translating the strategic objectives of the National Anti-Corruption Strategy into targeted, behaviorally informed youth interventions, the Youth Action Plan equips young people with the tools, incentives, and enabling environments needed to challenge entrenched practices and foster a culture of integrity.
