Public Sector Architecture and Operating Model Design

Includes the Conceptual Framework which identifies how sectors and subsectors are defined and the levels of governance to be mapped, based on current trends, best practices, and future outlook; the Baseline Assessment of the status of the Public Sector on the Governance and Services; the Benchmark Analysis identifying lessons learned from relevant countries on operating models and service delivery; and identification of the Target Operating Model reflecting the optimal structure of the new Public Sector and the mode of interaction model between Ministries, Oversight Bodies and Public Institutions.

It also includes the design of the Model Ministry organized in terms of generic and sector specific functions; the Manpower Planning identifying the optimum size of the public sector workforce; the High-level Legislative Agenda with a list of laws and regulations that should be changed and in which direction; and the Pilot Ministry/Sector for restructuring and key services redesign.

The second phase starts by mapping out the current public sector structure and deriving lessons learned from best in class to BUILD a new Blueprint for the Public Sector
