Decision No. 18 reestablished the National Task Team on Aligning Lebanese Laws with International Anti-Corruption Standards within the Technical Committee assisting the Ministerial Anti-Corruption Committee.
Chairpersons: Jointly chaired by the National Anti-Corruption Commission and the Ministry of Justice.
Members: Senior representatives from judicial, oversight, financial, and regulatory institutions, including: The Ministry of Finance, Ministry of Interior and Municipalities, OMSAR, State Council, Higher Judicial Council, Public Prosecutor’s Office, Audit Bureau, Civil Service Council, Central Inspection, Supreme Disciplinary Council, Public Procurement Authority, Banque du Liban, and the Special Investigation Commission.

The Task Team:
- Follows up on Lebanon’s obligations under UNCAC and related international review mechanisms
- Conducts self-assessments, peer reviews, and prepares compliance reports
- Develops methodologies and legal proposals to safeguard legislation, decrees, and regulations against corruption risks
- Coordinates with public institutions, the private sector, and civil society
- May receive donor and international technical assistance and engage external experts
Decision of the Minister of State for Administrative Reform No. 19/2026: Formation of a working group on supporting the preparation of the updated National Anti-Corruption Strategy
Decision No. 19 established a Task Team to support the preparation of the updated National Anti-Corruption Strategy. The Task Team serves as a technical coordination and drafting mechanism, ensuring coherence, alignment, and quality across the strategy development process, in line with national legislation and Lebanon’s international anti-corruption commitments.
Chairperson: Minister of State for Administrative Reform (in their capacity as Vice-Chair of the Ministerial Committee for Anti-Corruption)
Members: Representatives of the Technical Committee, the Legal Compliance Task Team, the Private Sector integrity Task Team, the Gender and Inclusion Task Team, and the Youth Task team
The Task Team:
- Reviews and consolidates analytical and technical outputs produced by the specialized task teams
- Ensures methodological consistency and strategic alignment across strategy pillars and interventions
- Drafts the consolidated National Anti-Corruption Strategy, including strategic priorities and implementation pathways
- Aligns the strategy with UNCAC obligations, national legislation, and relevant international best practices.
- Supports evidence-based decision-making through comparative analysis and national consultations
Decision of the Minister of State for Administrative Reform No. 49/2025: Formation of a working group on strengthening private sector integrity
Decision No. 49 established the National Task Team on Strengthening Private Sector Integrity. The team strengthens integrity, transparency, and corporate governance in Lebanon’s private sector and public-private interactions. It serves as the national platform for assessing corruption risks, proposing reforms, and promoting ethical business practices aligned with international standards.
Chairperson: Economic, Social, and Environmental Council
Members: Senior representatives from key ministries, financial authorities, and business associations, including: The Ministry of Finance, Ministry of Economy and Trade, Ministry of Industry, Ministry of Labor, OMSAR, Office of the Minister of State for Technology and Artificial Intelligence, National Anti-Corruption Commission, Public Procurement Authority, Banque du Liban, Higher Council for Privatization and Public-Private Partnerships, Investment Development Authority of Lebanon (IDAL), and the Federation of Chambers of Commerce, Industry, and Agriculture.
The Task Team:
- Assesses corruption risks in private sector activity and public-private partnerships
- Proposes legal and regulatory reforms
- Integrates private sector integrity into the National Anti-Corruption Strategy
- Oversees the development of codes of conduct, whistleblower protection mechanisms, and behavioral integrity guidance
- Prepares annual action plans to promote corporate governance, dialogue, and collective action initiatives (e.g. integrity pledges, UN Global Compact commitments)
Decision of the Minister of State for Administrative Reform No. 48/2025: Formation of a working group on integrating anti-corruption efforts and promoting equality
Decision No. 48 established a National Task Team on Integrating Anti-Corruption and Promoting Equality within the Technical Committee to assist the Ministerial Committee. The Team integrates equality, women’s empowerment, and disability inclusion into Lebanon’s anti-corruption framework, ensuring that integrity reforms are inclusive, participatory, and socially responsive.
Chairperson: National Human Rights Commission
Members: Senior representatives from the Ministry of Social Affairs, the National Anti-Corruption Commission, the National Commission for Lebanese Women, and OMSAR.
The Task Team:
- Supports women and marginalized groups, particularly persons with disabilities, in participating in the design, monitoring, and implementation of the National Anti-Corruption Strategy
- Develops annual action plans and progress reports
- Conducts structured dialogue with human-rights and equality-focused organizations
- Provides recommendations to enrich the National Anti-Corruption Strategy and national equality strategies
Decision of the Minister of State for Administrative Reform No. 47/2025: Formation of a working group on supporting the role of youth in the national anti-corruption strategy
Decision No. 47 established a National Task Team to Support the Role of Youth in the National Anti-Corruption Strategy within the Technical Committee assisting the Ministerial Anti-Corruption Committee. The Team serves as the national platform for institutionalizing youth participation within Lebanon’s anti-corruption reform agenda. It embeds youth leadership, behavioral insights, and civic engagement into the implementation of the National Anti-Corruption Strategy, ensuring that young people are active contributors to integrity reforms, policy dialogue, and social accountability efforts.

Members: Representatives of the Ministry of Information, Ministry of Education and Higher Education, Ministry of Culture, Ministry of Youth and Sports, the Lebanese University, the Lebanese Scout Association, the National Anti-Corruption Commission, and seven youth selected based on transparency, merit, and integrity.
The Task Team:
- Supervises the Youth Action Plan accompanying the National Anti-Corruption Strategy
- Conducts structured dialogue with youth nationwide
- Applies behavioral science to promote integrity culture and positive social norms
- Encourages youth volunteering in anti-corruption initiatives
- Provides recommendations to strengthen youth engagement in national policies
