Decision of the Minister of State for Administrative Reform No. 31/2020 Concerning the Formation of a Working Group to Support the Establishment of the National Anti-Corruption Commission

Established pursuant to Decision No. 31/2020, the National Task Team to support the establishment of the National Anti-Corruption Commission prepared the institutional, regulatory, and operational foundations for the creation of the Commission.

Key Achievements:

  • Drafted the internal and financial by-laws of the National Anti-Corruption Commission (NACC)
  • Designed the Commission’s organizational structure and code of conduct
  • Prepared operational frameworks for the Commission’s formal launch and institutionalization
Decision of the Minister of State for Administrative Reform No. 32/2020 Concerning the Formation of a Working Group on Aligning Anti-Corruption Legislation with International Standards

Established pursuant to Decision No. 32/2020, this Task Team served as Lebanon’s national platform for aligning anti-corruption legislation with international standards, particularly the United Nations Convention against Corruption (UNCAC). It supported legal reform, regulatory quality, and corruption-proofing legislation.

Key Achievements:

  • Completed Lebanon’s UNCAC self-assessment on:
    • Chapter II – Preventive Measures
    • Chapter V – Asset Recovery
  • Extended its mandate in May 2022 via Decision No. 27 to maintain alignment of Lebanese legislation with evolving international anti-corruption standards.
  • Updated the UNCAC self-assessment report in line with the comments of the governmental experts from the Republic of Mali and the Kingdom of Cambodia ahead of and following the country visit to Lebanon in April 2024.
Decision of the Minister of State for Administrative Reform No. 33/2020 Concerning the Formation of a Working Group on Supporting the Implementation of the Whistleblower Protection Law

Established pursuant to Decision No. 33/2020, the Whistleblower Protection Task Team supported the implementation of Lebanon’s Whistleblower Protection Law by developing reporting, protection, and awareness mechanisms that encourage the safe disclosure of corruption.

Key Achievements:

  • Developed the national action plan for implementing the Whistleblower Protection Law
  • Produced the national technical implementation guide
  • Drafted Standard Operating Procedures for the Whistleblowers’ Protection Office at the Public Prosecution
  • Completed an electronic reporting system for receiving whistleblower disclosures
Decision of the Minister of State for Administrative Reform No. 34/2020 Concerning the Formation of a Working Group on Implementing the Right of Access to Information Law

Established pursuant to Decision No. 34/2020, the Access to Information Implementation Task Team operationalized Lebanon’s Right of Access to Information Law by building national systems for transparency, digital access, institutional compliance, and public guidance.

Key Achievements:

  • Populated the national list of obligated public administrations
  • Developed the official administrative guidance manual for ATI Law implementation
  • Supported national systems for compliance monitoring, institutional designation, and public access mechanisms
Decision of the Minister of State for Administrative Reform No. 49/2022 Concerning the Formation of a Working Group on Supporting the Engagement of Youth in the Implementation fo the National Anti-Corruption Strategy

Established pursuant to Decision No. 34/2020, the Youth Task Team supported the implementation of the NACS by promoting youth engagement, awareness, and participation in national anti-corruption efforts.

Key Achievements:

  • Developed and completed a Youth Action Plan aligned with the objectives and strategic outcomes of the NACS
