The Third Progress Report marks a strategic turning point. It documents Lebanon’s transition from monitoring implementation to re-engineering the national integrity system itself, laying the foundation for the updated National Anti-Corruption Strategy 2026–2030. Notably, all public administrations that were approached responded, achieving a 100 percent response rate for the first time.
