This first report documents the foundational phase of Lebanon’s national integrity system. It records the unprecedented passage of core anti-corruption legislation following the adoption of the Strategy and establishes the first national baseline for implementation monitoring.
Key Achievements:
- Establishment of the National Anti-Corruption Commission and activation of its legal mandate
- Adoption of whistleblower protection, asset declaration, access to information, and asset recovery reforms
- Creation of Lebanon’s first national monitoring framework across the Strategy’s outcomes and outputs
- Identification of early structural and capacity constraints affecting implementation
