Anti-Corruption

The right of access to information in Lebanon is guaranteed by Law No. 28 of 10 February 2017 and strengthened by Law No. 233 of 22 July 2021, together with Decree No. 6940 of 24 September 2020. These instruments establish access to administrative information as a fundamental right and define the obligations of public administrations, judicial bodies, municipalities, and public-interest entities to disclose information proactively and upon request.

Your Right to Information

Every citizen has the right to access administrative documents in written, electronic, audiovisual, or digital form, with limited and clearly defined legal exceptions related to national security, privacy, and protected professional secrecy.

The Law guarantees the right to:

  • Request and obtain administrative documents
  • Access and correct personal data
  • Receive reasoned administrative decisions
  • Request copies of documents
  • Reuse public information within legal limits
  • Submit complaints in case of refusal or non-response

Implementation and Disclosures

OMSAR leads the implementation of the National Action Plan to Implement the Right of Access to Information Law, adopted by the Ministerial Anti-Corruption Committee with technical support from UNDP and OECD. The Action Plan operationalizes the Law through institutional reforms, digital tools, and enforcement mechanisms.
