The implementation of Lebanon’s NACS 2020–2025 is documented through successive national progress reports issued by OMSAR in coordination with responsible public institutions and development partners. These reports constitute Lebanon’s official national accountability framework for monitoring anti-corruption reform and serve as the primary evidence base under the United Nations Convention against Corruption (UNCAC).
Each report assesses implementation across the Strategy’s 7 strategic outcomes and 34 outputs, based on:
- Official inputs from responsible public institutions
- Structured follow-up exchanges and consultations
- Open-source public information
- Independent technical support from development partners
Data collection was conducted through consultations with 29 public entities and more than 30 civil society organizations (CSOs), supported by social media monitoring and desk research.
